If critical equipment remains offline for months, other refineries must compensate.
That increases the strain on the entire system.
MOSCOW’S OPTIONS ARE SHRINKING
Russia can respond in several ways.
It can deploy additional air defenses around refineries.
It can move fuel storage underground or farther from vulnerable areas.
It can disperse production.
It can increase imports.
It can accelerate repairs.
Or it can attempt to destroy Ukrainian drone-launching infrastructure.
But none of these options is cheap.
Air defenses deployed around refineries cannot simultaneously protect every military facility.
Imports cost more than domestic production.
