The lights went out. Then the questions began.
Explosions around Russia’s Belgorod region have once again exposed a vulnerability Moscow has struggled to eliminate: critical infrastructure close to the Ukrainian border can be placed under direct attack.
Reports in 2026 have repeatedly linked Ukrainian missile strikes to power infrastructure around Belgorod, including thermal-power facilities and substations. Russian officials have acknowledged significant electricity disruptions after attacks, while Ukrainian reporting and military analysts have attributed some of the strikes to HIMARS or other precision weapons.
The dramatic claim that one single HIMARS strike literally plunged all of Russia into darkness is not supported by the evidence.
But the real story is still explosive.
Ukraine has demonstrated that Russia’s border-region energy network can be attacked—and the consequences can spread quickly.

THE NIGHT THE LIGHTS FLICKERED
Belgorod sits only about 34 kilometers from Ukraine’s border.
That geography has always been a strategic advantage—and a vulnerability.
For Russia, the region is a critical military and logistical zone. Railways, roads, warehouses, energy infrastructure and military installations support operations farther south and west.
That means electricity is not simply a civilian utility.
It is part of the war machine.
A functioning electrical grid supports communications, rail transport, industrial facilities, water systems, heating and logistics.
Take out a major node, even temporarily, and the disruption can extend far beyond the original impact point.
Reports from February described a Ukrainian missile strike on a thermal power station in Belgorod Oblast followed by widespread power outages. Russian officials confirmed damage to critical infrastructure, while local reporting attributed the attack to HIMARS.
HIMARS CHANGES THE EQUATION
The M142 HIMARS became one of Ukraine’s most important precision-strike systems because it can rapidly deliver guided rockets against targets behind the front.
Its importance is not simply the explosive power of the warhead.
It is accuracy.
An attacker does not necessarily need to destroy an enormous power station completely.
A carefully selected substation, transformer, generating component or transmission connection can potentially create a disproportionately large disruption.
That is why energy infrastructure has become such a sensitive military target.
And according to the Institute for the Study of War, footage published in July showed fires and smoke after reported Ukrainian HIMARS strikes on electrical substations and the Belgorod Thermal Power Plant. Russian military bloggers subsequently reported water and power outages in Belgorod.
The message was clear:
The front line may be outside the city—but the war can still reach the power grid.
THE “SURPRISE” WASN’T JUST THE MISSILE
The real surprise for Russian planners is the possibility of repeated attacks.
One strike can be repaired.
A damaged transformer can be replaced.
A substation can be restored.
But repeated attacks create a different problem.
Workers have to repair the facility while anticipating another strike.
Security forces must protect energy installations.
Air defenses have to cover increasingly large areas.
And critical equipment may need to be dispersed.
Suddenly, the energy system becomes more expensive to operate.
That is the essence of asymmetric warfare.
Ukraine does not have to destroy every Russian power plant.
It only needs to make critical nodes difficult and costly to protect.
WHY BELGOROD MATTERS
Belgorod is not Moscow.
That is precisely what makes the situation important.
Russia’s deepest rear areas remain far more difficult for Ukrainian conventional weapons to reach.
But Belgorod lies immediately adjacent to the battlefield.
The region has therefore become one of the clearest examples of how the war can cross Russia’s international border.
Military depots have been attacked.
Airfields have come under pressure.
Oil infrastructure has been targeted.
Now power infrastructure is part of the same expanding battlefield.
For residents, the result can be brutally simple:
The lights go out.
Traffic systems stop.
Businesses shut down.
Communications become unreliable.
And people are reminded that the war is no longer something happening exclusively hundreds of kilometers away.
RUSSIA’S ENERGY NETWORK IS A GIANT SYSTEM
There is another reason attacks on individual substations can matter.
Electricity does not exist as isolated buildings.
It moves through interconnected networks.
Generation plants feed substations.
Substations transfer power.
Transmission lines connect regions.
Industrial consumers depend on stable voltage and reliable distribution.
Damage one part of the system, and operators have to reroute electricity.
Damage several parts, and the network becomes increasingly difficult to balance.
That does not mean one missile can collapse the Russian national grid.
It cannot.
Russia possesses an enormous and redundant energy system.
But localized disruption can still impose economic and military costs.
And those costs accumulate.
MOSCOW HAS TO DEFEND EVERYTHING
This is where Ukraine’s strategy becomes particularly difficult for Russia.
The Kremlin has to defend military bases.
Oil refineries.
Factories.
Rail hubs.
Fuel depots.
Airfields.
Bridges.
Command centers.
Power plants.
And increasingly, civilian infrastructure close to the border.
The territory Russia must protect is enormous.
The number of potential targets is enormous.
The number of available air-defense systems is not infinite.
Every system assigned to one location is unavailable somewhere else.
Ukraine can exploit that mathematical problem by forcing Russia to spread its defenses.
THE STRIKE WAR IS ESCALATING
The power-plant attacks are occurring against a much broader escalation in long-range warfare.
Russia has intensified drone and missile attacks against Ukrainian cities and infrastructure, including repeated attacks on Kyiv and energy facilities.
Ukraine has responded by expanding its own long-range campaign against Russian infrastructure.
Reuters reported in September that Ukrainian attacks on Russian infrastructure remained part of Kyiv’s effort to increase the cost of the war for Moscow, even as U.S. envoys traveled between Moscow and Kyiv seeking progress toward a peace agreement.
That contrast is remarkable.
Diplomats are discussing negotiations.
Military planners are still striking targets.
And each side appears determined to improve its leverage before any possible settlement.
THIS IS NOT A “RUSSIA BLACKOUT” YET
The phrase “Russia plunged into darkness” makes a powerful headline.
But technically, it needs qualification.
There is no evidence that Ukraine has knocked out Russia’s national power grid.
What the available reporting supports is far narrower—and perhaps more strategically interesting.
Parts of Belgorod and surrounding areas have experienced major outages following attacks on energy infrastructure.
That is enough to demonstrate the vulnerability without claiming that the entire country has gone dark.
And that distinction matters because Russia can recover from a regional outage.
The bigger question is whether Ukraine can repeatedly produce such disruptions.
THE COST OF REPAIR
Every successful strike generates another bill for Moscow.
Emergency crews must be deployed.
Replacement components have to be sourced.
Security around the damaged site has to increase.
Military protection must remain in place until repairs are finished.
And the longer infrastructure remains damaged, the more pressure falls on surrounding facilities.
It becomes a constant cycle:
Strike. Repair. Protect. Strike again.
The goal may not be destruction in one night.
It may be exhaustion over many months.
WHAT RUSSIA FEARS MOST
Perhaps the greatest concern is unpredictability.
A drone attack can come at night.
A missile attack can arrive with very little warning.
A substation may be targeted instead of the main generating plant.
A second strike can arrive before the first site is fully repaired.
That makes normal planning increasingly difficult.
And uncertainty is expensive.
Russia can harden one facility.
But what about the next?
It can move equipment.
But what about the new location?
It can deploy more air defenses.
But what happens when Ukraine attacks another sector?
There is no perfect answer.
THE BIGGER BATTLE FOR DEPTH
This is why the Belgorod power infrastructure story is larger than a single explosion.
Ukraine is attempting to push the war deeper into the systems Russia depends on.
The objective is not simply to destroy tanks.
It is to disrupt the infrastructure behind those tanks.
Not simply to hit aircraft.
But to challenge the bases, fuel and electrical systems that support them.
Not simply to attack soldiers.
But to make the entire military ecosystem more difficult to sustain.
That is a war of depth.
And Russia is being forced to fight it on its own territory.
WHAT HAPPENS NEXT?
The most important question is whether attacks on Russian energy infrastructure become a recurring feature of the conflict.
If they do, Moscow will have to choose between spending more resources on protection or accepting greater vulnerability.
Neither option is attractive.
Meanwhile, Ukraine can continue searching for weak points with drones, intelligence and precision weapons.
And the closer those weak points are to the front, the more difficult they become to defend.
The dramatic image of an entire Russia disappearing into darkness may not be literally true.
But something more consequential is happening.
The darkness is appearing in pieces.
A city here.
A substation there.
A power plant under attack.
A transmission line disrupted.
An industrial facility forced offline.
And every incident sends the same warning to Moscow:
The war is no longer safely contained behind the battlefield.
It is reaching into the infrastructure that keeps the Russian war economy running.
The lights can come back on.
The transformers can be repaired.
The grid can recover.
But once Ukraine has proved it can reach the system, Russia has to live with a new reality:
