California’s Gas Crisis: Governor Newsom’s Policies Ignite Regional Fallout
In a stark example of policy missteps, California’s stringent refinery regulations have triggered a fuel crisis affecting neighboring states, despite bipartisan warnings from Arizona and Nevada governors. The saga began in September 2024 when Governors Katie Hobbs (D-AZ) and Joe Lombardo (R-NV) urged California Governor Gavin Newsom to reconsider new rules that could slash fuel supply and spike prices. Arizona relies on California for 60% of its gasoline, Nevada for 70%, with no alternative pipelines.
Newsom dismissed the concerns, accusing the governors of parroting “big oil” talking points. He claimed refineries were manipulating markets and that his regulations—requiring minimum inventories and capping profits—would save consumers millions by curbing gouging. Ignoring his own California Energy Commission’s warnings, Newsom signed the rules into law on October 14, 2024, framing it as a victory against corporate greed.
The fallout was swift. Phillips 66 announced its Los Angeles refinery closure in October 2024, citing unsustainable operations, eliminating 139,000 barrels per day. Valero followed in April 2025, shutting its Benicia facility by April 2026, removing another 145,000 barrels. Combined, these closures wiped out 20% of California’s refining capacity, directly impacting Arizona and Nevada.
Prices soared. California’s average hit $4.60 per gallon, with some stations exceeding $7. Arizona prices jumped from $3.25 to $4.75; Nevada from $3.40 to $4.90. A Martinez refinery fire in February 2025 exacerbated spikes, proving the system’s fragility. USC projections warn of $8.43 per gallon by 2026.
Newsom deflected blame, accusing refineries of poor maintenance and abandoning residents. State Senator Brian Jones warned of impending disaster, but his pleas went unanswered. Even Newsom’s administration admitted the need for stabilization, yet he refused to link regulations to closures.
Ironically, California scrambled to reverse course. Secret negotiations offered Valero hundreds of millions in subsidies to stay. Profit cap penalties were delayed until 2030. New drilling permits were issued, contradicting Newsom’s 2045 ban pledge. Environmental groups condemned potential bailouts as sacrificing communities for profits.
The crisis exposed broader flaws: No pipelines connect California to national markets, forcing reliance on costly Asian imports via polluting tankers. Refineries cited regulatory hostility and thin margins as reasons to exit. Investigations found no price gouging, yet Newsom persisted in scapegoating industry.
Arizona and Nevada, locked into California’s infrastructure, suffer unjustly. Higher fuel costs ripple through economies, raising transportation and goods prices. The bipartisan warning was prescient, yet dismissed as partisan.
