“Perfect” Christian Family Accused of Torturing Foster Daughter: The Hidden A.b.u/s.e Behind Closed Doors

Child Abuse & Family Investigation Report
Narrative by Detective Brian Coldwel
Broward County Child Protection & Major Crimes Unit – Florida

PROLOGUE – THE FAMILY THAT LOOKED PERFECT UNTIL A CHILD SPOKE OUT

From the outside, the Conert family appeared to represent everything many people admired.

A large Christian family.

A successful firefighter father.

A devoted stay-at-home mother.

Children growing up in a safe suburban neighborhood.

A home filled with family photos and public displays of faith.

Joel Conert was a fire lieutenant with Broward Sheriff’s Fire Rescue.

Jennifer Conert was a stay-at-home mother raising their children.

Together, they had five biological children and had cared for a foster daughter since she was an infant.

For years, the family presented an image of stability and compassion.

But behind the closed doors of their home, prosecutors allege that a very different reality existed.

According to investigators, the foster child who had lived with the family for more than a decade was allegedly isolated, punished, and subjected to severe emotional and physical abuse.

The child, who was 12 years old when allegations surfaced, reportedly told investigators that she had been locked inside her bedroom for years, denied access to basic needs, forced to clean bodily waste, and punished through extreme restrictions.

The investigation became even more disturbing when authorities said the couple’s biological children confirmed parts of the allegations.

Prosecutors later added charges claiming that the parents not only abused the foster child but also exposed or encouraged their other children to participate in the mistreatment.

The case raised difficult questions:

How could a child live inside a family home for years while allegedly suffering abuse?

How could parents who presented themselves as devoted caregivers be accused of harming a child placed in their protection?

And how did the warning signs remain hidden for so long?

CHAPTER 1 – THE FAMILY IMAGE

Before the allegations emerged, Joel and Jennifer Conert appeared to be a model family.

Joel worked as a fire lieutenant with Broward Sheriff’s Fire Rescue.

His career represented:

Public service
Responsibility
Trust

Jennifer stayed home to care for the children.

Together, they raised:

Five biological children
One foster daughter

The family was active in their community.

Their public image centered around:

Faith
Family
Parenting
Service

To outsiders, they appeared to be the type of family people trusted.

CHAPTER 2 – THE FOSTER CHILD WHO GREW UP WITH THE FAMILY

The alleged victim was not a child who briefly entered the home.

According to prosecutors, she had been placed with the Conerts when she was approximately two months old.

She remained with the family until she was 12 years old.

For more than a decade, the Conerts were not temporary caregivers.

They were the only family environment she knew.

That made the allegations especially disturbing.

The people accused of harming her were the same people responsible for protecting her.

CHAPTER 3 – THE FIRST REPORTS OF CONCERN

The investigation began after allegations were reported to authorities.

On February 11, 2026, a Department of Children and Families investigator responded after concerns were raised regarding the child.

The allegations included:

Being locked inside her bedroom
Restrictions on movement
Lack of bathroom access
Extreme punishment methods

The report immediately raised serious child safety concerns.

CHAPTER 4 – THE LOCKED BEDROOM ALLEGATION

According to the probable cause affidavit, investigators learned that the child was allegedly locked inside her bedroom overnight.

Authorities stated that the reason given was related to concerns that she wandered around the house or took items belonging to family members.

However, investigators questioned whether the punishment was excessive and dangerous.

The allegations stated that the child remained confined for extended periods.

CHAPTER 5 – THE BATHROOM ACCESS ALLEGATIONS

One of the most disturbing claims involved bathroom access.

According to investigators, the child allegedly did not have access to a bathroom while confined.

Authorities stated that this resulted in:

Urinating on herself
Defecating on herself

The allegations further claimed that she was required to clean the area afterward.

Investigators described this as a serious form of humiliation and neglect.

CHAPTER 6 – THE OUTDOOR BATHING ALLEGATIONS

Authorities also alleged that the child was required to bathe outside.

According to the affidavit:

She was required to wash herself outdoors
She wore a bathing suit during the process
Conditions were reportedly inappropriate at times

Investigators considered this part of a larger pattern of isolation and punishment.

CHAPTER 7 – THE RELIGIOUS PUNISHMENT CLAIMS

Another allegation involved punishment through religious writing.

Investigators stated that the child was required to write Bible verses or proverbs as punishment.

The prosecutors argued that religious language was allegedly used as a disciplinary tool.

The defense has disputed the allegations and maintained that the full facts will come out during legal proceedings.

CHAPTER 8 – THE CHILD’S INTERVIEWS

Investigators interviewed the foster child twice over two days.

According to authorities, the interviews revealed years of alleged mistreatment.

The child reportedly stated that:

The confinement lasted approximately two to three years
She was isolated from normal family activities
She was treated differently from the biological children

Her statements became a central part of the investigation.

CHAPTER 9 – THE BIOLOGICAL CHILDREN’S STATEMENTS

Investigators also interviewed the Conerts’ biological children.

According to the affidavit, they confirmed parts of the foster child’s account.

Authorities stated that the biological children acknowledged:

The foster child was locked in her room
She had accidents due to restricted bathroom access
She was required to bathe outside
She spent significant time isolated

Investigators noted that the biological children said they were not subjected to the same treatment.

CHAPTER 10 – THE ISOLATION INSIDE THE HOME

According to prosecutors, the foster child was separated from normal family life.

Investigators alleged she was:

Rarely included in meals
Rarely allowed to participate in activities
Frequently isolated in her room

Authorities argued that this created a situation where the child was treated differently from other members of the household.

CHAPTER 11 – JENNIFER CONERT’S STATEMENT

Investigators spoke with Jennifer Conert.

According to the affidavit, Jennifer admitted several practices described by authorities.

Investigators stated that she acknowledged:

Locking the child’s bedroom
The child having accidents inside the room
Requiring the child to write proverbs
Requiring outdoor bathing and clothing washing

Authorities stated Jennifer described these practices as unusual.

CHAPTER 12 – THE CLAIM THAT THE CHILD “WOULD NOT THRIVE”

One statement investigators highlighted involved Jennifer’s belief that the child would not thrive in her care.

According to authorities, Jennifer indicated she was willing to return the child to the state.

This was significant because the Conerts had cared for the child since infancy.

The question became:

Why did a family that had raised a child for years reach the point where they believed they could no longer care for her?

CHAPTER 13 – JOEL CONERT’S ROLE

Investigators also interviewed Joel Conert.

Because of his professional background as a firefighter, authorities specifically examined whether he should have recognized safety concerns.

According to the affidavit, Joel acknowledged concerns involving the child’s bedroom door and window being secured.

Investigators argued that restricting a child’s ability to exit a room created a serious safety risk.

CHAPTER 14 – THE FIRE LIEUTENANT QUESTION

Joel’s profession became a significant point of discussion.

As a firefighter, he was trained to understand:

Emergency situations
Fire safety
Escape routes
Child safety risks

Prosecutors argued that his professional experience made the alleged restrictions even more concerning.

CHAPTER 15 – THE INITIAL CHARGE

Following the investigation, Joel and Jennifer Conert were charged with:

Aggravated child abuse

This is a serious felony charge.

The allegations included:

Torture
Malicious punishment
Unlawful confinement
Emotional abuse

Both defendants have maintained their innocence.

CHAPTER 16 – ADDITIONAL CHARGES ADDED

As prosecutors continued reviewing evidence, additional charges were added.

These included:

Child Neglect

Authorities alleged the parents failed to provide appropriate care.

Contributing to the Delinquency of a Minor

Prosecutors alleged that the biological children may have been encouraged or exposed to participate in the abuse.

This expanded the investigation beyond the foster child alone.

CHAPTER 17 – THE CLAIM THAT OTHER CHILDREN PARTICIPATED

One of the most serious developments involved allegations that the biological children were involved.

Prosecutors argued that evidence showed:

The children witnessed the treatment
They knew what was happening
They may have participated in certain actions

The defense rejected this interpretation.

CHAPTER 18 – THE DEFENSE POSITION

Jennifer Conert’s attorney argued that the full facts had not yet been presented.

The defense suggested:

The foster child may have had behavioral issues
There may be additional context
The allegations do not represent the entire story

The defendants remain presumed innocent unless proven guilty in court.

CHAPTER 19 – THE BOND HEARING

During court proceedings, Jennifer’s attorney requested that she remain free on bond.

The defense emphasized:

No prior criminal record
Family connections
Compliance with court requirements

The court considered the seriousness of the allegations.

CHAPTER 20 – THE COURT’S CONCERNS

The judge acknowledged the severity of the accusations.

The court noted:

The allegations were extremely serious
The potential punishment was significant
The evidence presented was concerning

However, the court also recognized that defendants are presumed innocent.

CHAPTER 21 – CONDITIONS OF RELEASE

The court imposed restrictions.

These included:

No contact with the alleged victim
Restrictions involving other children
Monitoring requirements

The goal was to protect the children while allowing the legal process to continue.

CHAPTER 22 – THE LARGER CHILD PROTECTION QUESTIONS

The case raised broader questions:

How often should foster families be checked?

How can agencies identify hidden abuse?

How can children communicate safely when the alleged abusers are their caregivers?

Experts emphasized that children in foster care require continued oversight.

CHAPTER 23 – THE IMPACT ON THE CHILDREN

Regardless of the final legal outcome, the children involved face significant emotional consequences.

The foster child may require:

Counseling
Trauma treatment
Stability
Support rebuilding trust

The biological children may also need assistance processing what investigators say they witnessed.

FINAL NOTE – DETECTIVE BRIAN COLDWEL

The Conert case is disturbing because it challenges one of the most important assumptions in child protection:

That a child is safest with the adults responsible for caring for them.

The allegations describe a child who was not simply neglected.

Prosecutors claim she was isolated and punished over years while living inside what appeared to be a normal family home.

But the legal system must still determine the truth.

The defendants have the right to defend themselves.

Evidence must be examined.

Witnesses must be heard.

A verdict must come from the courtroom.

But the central issue remains the same:

A child placed in a caregiver’s home deserved safety, dignity, and protection.

The investigation now seeks to determine whether those promises were broken.
